- Workers and manufacturing: Would require binding labor and environmental standards with facility-level enforcement and a wage floor for tariff preferences. It directs development grants through the Department of Labor and calls for a fully funded Trade Adjustment Assistance program to help displaced workers.
- Farmers and rural communities: Would mandate country-of-origin labeling and anti-monopoly rules to support fair input and farm-gate prices. It limits subsidies for very large producers while allowing targeted support for small and mid-sized farms.
- Government buying, tariffs, and enforcement: Would tighten Buy America rules so key processing steps happen in the U.S., limit waivers, and apply domestic content standards across infrastructure, energy, and defense. It backs maintaining and strengthening tariffs under section 232 and section 301, strengthens antidumping and countervailing duty enforcement, and conditions federal contracts, tax incentives, and financing on U.S. job creation with clawbacks for offshoring.
