AN ACT To amend section 61 of the National Defense Act of June 3, 1916, as amended, for the purpose of extending to Hawaii, Alaska, Puerto Rico, and the Canal Zone the permission to organize military units not a part of the National Guard which was granted to the States by the amendment made to such section by the Act of October 21, 1940.
