National task force on robocalls
This bill would require the FCC, after consulting the FTC and the Attorney General, to create a taskforce on unlawful robocalls within 270 days. The taskforce would include federal agency representatives chosen by the FCC Chairman and seven private‑sector members from specified categories. It would have 360 days from its start to send one report to Congress and would end 90 days after sending that report. The report would study foreign origins and volumes of unlawful robocalls, estimate consumer fraud losses and identity theft, evaluate caller‑ID authentication (including STIR/SHAKEN), traceback and blocking tools, international cooperation, enforcement options and penalties, and private‑sector best practices. The FCC, FTC, and DOJ would be allowed to use already appropriated funds to participate in or coordinate with the taskforce.
