Summary
Adds fertilizer to materials eligible for farm storage facility loans. This bill would let farms use the Farm Storage Facility Loan Program to finance fertilizer storage and handling equipment. It directs the Secretary of Agriculture to complete rulemaking within 180 days to amend Part 1436 of title 7, Code of Federal Regulations so loans may, at minimum, cover dry bins and dry flat storage, fertilizer blenders, liquid tanks, anhydrous ammonia pressure vessels, and the foundations, electrical systems, conveyors, plumbing, piping, and pumps needed to receive, store, and remove fertilizer products.

Loans for fertilizer storage for farmers
If enacted, this bill would add "fertilizer" to the list of materials eligible under the Farm Storage Facility Loan Program (7 U.S.C. 8789(a)). The Secretary of Agriculture would have 180 days after enactment to amend 7 CFR part 1436 to reflect that change. The required rules would ensure loans could cover, at minimum: dry bins and dry flat storage; fertilizer blenders; liquid tanks; anhydrous ammonia pressure vessels; and foundations, electrical systems, conveyors, plumbing, piping, and pumps needed to receive, store, and remove fertilizer products. The Act would not itself authorize new appropriations or create new funding streams.
