Federal resilience help for states and communities
If enacted, the President would appoint a Chief Resilience Officer (CRO) in the National Security Council within 120 days. The CRO would produce a National Resilience Strategy within 2 years and update it every 3 years, with a 60-day Federal Register public comment period. The CRO would set up interagency working groups; agency heads must agree in writing within 60 days and provide staff and detailees. The CRO would create an Adaptation and Resilience Clearinghouse within 1 year to centralize federal data, local risk information, downscaled projections where practicable, and help partners find and apply for resilience grants. The CRO would form a Partners Council of up to 24 members (at least 20 non‑Federal) to advise and report to the President and Congress within 16 months and every 3 years. The Comptroller General would assess each Strategy and implementation plan within 2 years, and the law’s requirements would end on the earlier of the third GAO assessment or 10 years after enactment.
