Free lockboxes for eligible veterans

If enacted, the VA would run a program letting eligible veterans request a lockbox or a redeemable voucher for secure firearm storage. The lockbox must meet ASTM F2456-20 (or a later standard), be made in the United States, and not be for resale. The bill would require a public education video and an outreach campaign saying participation does not affect lawful gun ownership. VA could work with outside groups to distribute devices, but could not collect personal data, force storage, require gun registration, or keep a participant list. The bill would authorize $5 million a year for fiscal years 2026 through 2036 and would require VA reports to Congress by October 1, 2025, and annually thereafter.
