Aviastar-TU barred from export activity

The Bureau of Industry and Security renewed a Temporary Denial Order (TDO) against Aviastar-TU on March 31, 2025, blocking the company from export-related privileges for one year. The order continues a ban that began with the initial TDO issued April 21, 2022 and has been renewed multiple times.

Aviastar forbidden to use EAR-related licenses

Under the Order, Aviastar-TU (and its successors, agents, or employees) may not apply for, obtain, or use any license, license exception, or export control document for items subject to the Export Administration Regulations (EAR), except activities directly related to safety of flight and authorized by BIS. This restriction lasts for the one-year term of the Order.

U.S. persons barred from transacting with Aviastar

The Order prohibits any person from exporting, reexporting, or transferring (in-country) to or on behalf of Aviastar any item subject to the EAR, and from facilitating Aviastar’s acquisition, financing, or servicing of such items. The rule also bars obtaining items from Aviastar with knowledge they will be exported, and servicing Aviastar-owned items; exceptions apply only for safety-of-flight activities authorized by BIS.

Order can be extended to Aviastar affiliates

The Order states that, after notice and an opportunity for comment, BIS may apply the Order’s provisions to any person, firm, corporation, or business organization related to Aviastar by ownership, control, or affiliation. That means affiliates or related businesses could also be barred under the same rules following notice and comment.
