The HOME Final Rule was published January 6, 2025, originally scheduled to take effect February 5, 2025, later delayed to April 20, 2025 and October 30, 2025; this action moves the effective/compliance date for this provision to April 30, 2026. Delay of 24 CFR 92.253 Effective Date

HUD is delaying the effective date for amendatory instruction 27 (which revises 24 CFR 92.253) until April 30, 2026. This provision of the HOME Final Rule was previously delayed (including at February 3, 2025 and April 17, 2025) and was scheduled to take effect October 30, 2025; HUD now sets the compliance date for this provision at April 30, 2026. Communities and organizations that use HOME funds should note the new timeline and plan accordingly.
