Compliance Dates Extended to May 28, 2026

HUD is delaying the compliance deadline for several programs until May 28, 2026. This extension applies to FHA‑Insured Multifamily, FHA‑Insured Single Family, and Public Housing Capital Fund projects, and gives builders and program participants more time to meet the new energy efficiency standards.

Section 8 PBV Compliance Delayed and Guidance Pending

HUD is delaying the compliance deadline for Section 8 Project Based Vouchers until May 28, 2026 and will solicit comments and publish further guidance on how PBV projects must comply. If you manage or develop PBV projects, HUD will provide additional guidance before the new deadline.

Competitive Grants Deadline Tied to FY2026 NOFOs

Compliance deadlines for Competitive Grants (Choice Neighborhoods, Section 202, Section 811) are extended until the publication of each program's FY2026 Notice of Funding Opportunity (NOFO). If you apply for or administer these competitive grants, the compliance date will be set when HUD/USDA publish the FY2026 NOFO for that program.

HOME/HTF Not Amended; Layered Funding Uses Later Date

HUD is not changing the already-passed compliance dates for the HOME Investment Partnerships Program (HOME) and the Housing Trust Fund (HTF). However, if a HOME or HTF project receives layered funding from a HUD program covered by this extension, the later compliance date applies and the project does not have to comply until that later date.

RAD Requirements Already Effective

The Rental Assistance Demonstration (RAD) program's energy-efficiency requirements are already effective under its Federal Register notice and program notice, so RAD participants are not affected by the extension.
