The Council asked OMB to approve or disapprove this emergency request by close of business on November 28, 2025.

FAST‑41 Initiation Notice requirements

To become a FAST‑41 covered project, a project sponsor must submit a FAST‑41 Initiation Notice (FIN) as required by 42 U.S.C. 4370m-2(a)(1). The FIN must include the project's purpose and brief description, statements of technical and financial feasibility, a statement of anticipated federal financing, the federal reviews and authorizations expected, and an assessment of whether the project meets the statutory definition of a covered project.
