Ten-Year Export Ban for Named Individual

Jose Raul Paredes Arispe is barred from participating in any export transaction subject to the Export Administration Regulations for 10 years from his conviction date of October 31, 2023, so the ban runs through October 31, 2033. The Order says he may not apply for or use any export license, negotiate, buy, sell, transport, finance, or benefit from any export-controlled item during that period.

Revocation of BIS Licenses Tied to Conviction

Any Bureau of Industry and Security (BIS) licenses or authorizations in which Arispe had an interest at the time of his conviction will be revoked. The Order directs BIS to revoke those licenses as part of enforcing the denial.

Prohibition on Exporting To/For Denied Person

The Order prohibits any person or company from exporting, reexporting, transferring, financing, or otherwise facilitating the transfer of export-controlled items to or for Jose Raul Paredes Arispe while the denial is in effect. It also bars actions that would help him acquire or control such items or that would obtain items from him with knowledge they will be exported.

Order May Extend To Related Entities To Prevent Evasion

The Order states that any person, firm, corporation, or business organization related to Arispe by ownership, control, position, affiliation, or other connection may also be made subject to the denial to prevent evasion. That means BIS can apply the Order's restrictions to affiliated businesses or associates.
