Notice

Summary

Starting January 16, 2026, the Railroad Retirement Board and Social Security Administration will team up to share info and make sure benefits are paid right. This new computer matching program helps both agencies check records to prevent mistakes or fraud. It runs for 18 months, with a chance to extend, and affects anyone getting railroad or Social Security benefits.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Daily Data Sharing to Adjust Benefits

RRB will receive daily SSA wage and benefit records and SSA will receive weekly/daily RRB earnings so each agency can compute or adjust Railroad Retirement and Social Security benefits. The RRB may use SSA data to compute the tier I annuity, adjust for Social Security benefits, and recover overpayments under statutory authority.

Matching, Notifications, and Verification Rules

Under the Privacy Act requirements, applicants and beneficiaries will be notified that their records are subject to matching, and agencies must verify match findings before they reduce, suspend, terminate, or deny benefits. The matching program is intended to detect errors or fraud while requiring agencies to confirm results before taking adverse actions.

Matching Program Start and Duration

The Railroad Retirement Board (RRB) and Social Security Administration (SSA) will start a computer matching program on January 16, 2026. The program runs for 18 months (until July 16, 2027) and may be extended for an additional 12 months if statutory conditions are met.
