Foreign-built 12‑passenger boat review

MARAD is asking for comment on whether the foreign-built vessel named M/V ASSETS ENTITIES, which would carry no more than twelve passengers for hire, would have an adverse effect on U.S. vessel builders or businesses that use U.S.-built vessels. You can submit comments to docket MARAD-2025-1062 by January 21, 2026. The decision could affect U.S. boat builders and coastwise trade businesses by determining if this foreign-built boat may operate in U.S. coastal trade.

Coastwise endorsement depends on MARAD finding

Under 46 U.S.C. 12121(b), the U.S. Coast Guard may issue a coastwise trade endorsement for eligible small passenger vessels (no more than twelve passengers) only after MARAD determines the vessel's coastwise use will not adversely affect U.S. vessel builders or coastwise trade businesses. If MARAD finds no adverse effect, the foreign-built M/V ASSETS ENTITIES could receive documentation allowing it to operate in U.S. coastal trade.
