Published Date: 1/8/2026

Notice

Summary

Watco Holdings is keeping control of Smoky Ridge Railroad as it becomes a new Class III rail carrier in Tennessee. This move lets Smoky Ridge operate about 13.7 miles of track without needing extra government approval. The change kicks in on January 22, 2026, and includes protections for railroad workers, with no big money changes announced.

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Railroad worker job protections apply

Because the transaction involves control of one Class II and one or more Class III rail carriers, it is subject to the labor protection requirements of 49 U.S.C. 11326(b). These worker-protection rules apply in connection with the control transaction that may be consummated on or after January 22, 2026.

Smoky Ridge may begin operating ~13.7 miles

Smoky Ridge Railroad seeks to acquire and operate about 7.07 miles of main track plus about 6.63 miles of spur track (approximately 13.7 miles total) in Anderson and Roane Counties, Tennessee. The Surface Transportation Board exempted the transaction from the prior-approval requirements of 49 U.S.C. 11323, so the operation may begin on or after January 22, 2026.

No environmental or historic review required

The Board found this action categorically excluded from environmental review under 49 CFR 1105.6(c) and excluded from historic preservation reporting under 49 CFR 1105.8(b). That means the transaction will not undergo the environmental or historic-preservation reviews that might otherwise apply.

Deadlines to challenge the exemption

Petitions to stay the exemption had to be filed no later than January 15, 2026. Petitions to revoke the exemption under 49 U.S.C. 10502(d) may be filed at any time.
