Trade Commission Probes Shady Deals in Rosin Esters and Packaging Imports

Published Date: 1/8/2026

Notice

Summary

T&R Chemicals from Texas has asked the U.S. International Trade Commission to investigate certain imported glycerol esters of rosin and their packaging for unfair competition, like false advertising. If the claim is true, the Commission might stop these imports to protect U.S. businesses. This investigation started in early January 2026 and could impact companies selling or importing these products, possibly affecting sales and market access.

Analyzed Economic Effects

3 provisions identified: 0 benefits, 3 costs, 0 mixed.

Imports may be blocked by exclusion orders

A complaint was filed on December 4, 2025 and the Commission instituted an investigation on January 5, 2026. If the Commission finds unfair competition, it can issue a limited exclusion order and cease and desist orders that would stop imports of the named glycerol esters and their packaging, which could cut off market access and sales for companies that import or sell those products.

Products and packaging under false-advertising probe

The investigation covers "glycerol ester of gum rosin purported to be glycerol ester of wood rosin, and packaging thereof." Companies that label or package these products in that manner are being investigated for unfair competition through false advertising and tortious interference, which could lead to enforcement actions against them.

Respondents must reply within 20 days or risk default

Named respondents must submit responses in accordance with 19 CFR 210.13 and those responses will be considered if received not later than 20 days after the date of service of the complaint and notice. Failure to file a timely response may be treated as a waiver, could allow the judge and Commission to find the facts as alleged, and may result in an exclusion order or a cease and desist order without further notice.
