FRA Sets 2026 Minimum Testing Rates for Railroad Workers

Published Date: 1/8/2026

Notice

Summary

Starting January 8, 2026, railroad workers in covered service, maintenance, and mechanical jobs will face updated minimum random drug and alcohol testing rates. Drug testing rates mostly stay the same, but alcohol testing for mechanical workers drops to 10%. These changes keep everyone safe without extra costs, and companies can still test more if they want.

Analyzed Economic Effects

4 provisions identified: 0 benefits, 2 costs, 2 mixed.

Mechanical Workers: 50% drug, alcohol cut to 10%

If you work in mechanical (MECH) railroad jobs, the minimum random drug testing rate stays at 50% and the minimum random alcohol testing rate is lowered from 25% to 10% for January 1, 2026, through December 31, 2026.

Covered Service: 25% drug, 10% alcohol

If you work as a railroad covered service employee, you remain subject to a minimum random drug testing rate of 25% and a minimum random alcohol testing rate of 10% for the period January 1, 2026, through December 31, 2026.

MOW: 25% drug, 10% alcohol remain

If you work in maintenance-of-way (MOW) on the railroad, you remain subject to a minimum random drug testing rate of 25% and a minimum random alcohol testing rate of 10% for January 1, 2026, through December 31, 2026.

Employers May Test Above Minimums

Railroad carriers and railroad contractors may conduct random drug and alcohol testing at rates higher than these FRA minimums for 2026, so your employer could choose to test more frequently than the stated minimums.
