Special Buyer Credit Limit Application

If you are a U.S. exporter (most applicants are small businesses), you can use Form EIB 92-51 to request a Special Buyer Credit Limit (SBCL) so EXIM Bank can consider providing export credit insurance support. EXIM uses the credit information in the application to determine eligibility under its statutory requirement for reasonable reassurance of repayment.

Paperwork Burden and Time Estimate

EXIM is proposing to keep paperwork burdens low for this form: the application (EIB 92-51, OMB No. 3048-0015) estimates 2,000 respondents, 30 minutes per respondent, and 1,000 total annual hours, and notes the respondent count was lowered to only new applicants. Comments on this information collection are due March 23, 2026.
