Congestion Relief Grant Reporting Burden

If you are a State, Metropolitan Planning Organization (MPO), city, or municipal agency in an urbanized area with a population greater than 1,000,000 applying for Congestion Relief Program grants, you must submit a one-time application for FY2026 (for 2025-2026 Program Year funds), sign grant agreements, and provide semi-annual project management reports. FHWA estimates an average burden of 120 hours per response, expects the initial round to involve 19 applications, and calculates a combined estimated total burden of 2,280 hours.

Prioritization Pilot Program Application Burden

The FHWA's Prioritization Process Pilot Program (PPPP) will invite applications from roughly 182 MPOs serving urban areas with populations over 200,000, the 50 States, the District of Columbia, and Puerto Rico, with a NOFO announcing up to $25 million of FY2024, FY2025, and FY2026 funding available. FHWA anticipates over 30 eligible applicants, estimates an average burden of 10 hours per response, and estimates total annual burden hours of 300.
