Notice

Summary

Holtec wants to switch who officially owns the Big Rock Point nuclear site, moving the license from Holtec Palisades, LLC to Holtec Big Rock Point, LLC, while Holtec Decommissioning International stays in charge of running it. The Nuclear Regulatory Commission is reviewing this change and asking the public to share their thoughts or request a hearing by late February or early March 2026. This move is mostly an ownership shuffle with no big money or timing changes announced yet.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Big Rock Point license ownership changes

The application seeks NRC approval to transfer the Big Rock Point Facility Operating License from Holtec Palisades, LLC to Holtec Big Rock Point, LLC. Holtec Big Rock Point, LLC would become the licensed owner, the beneficiary of the BRP decommissioning trust fund, and the party to the Standard Contract for Disposal of Spent Nuclear Fuel; Holtec Decommissioning International (HDI) would remain the licensed operator. The application (filed September 5, 2025) states no physical changes to the site are proposed.

You can comment or request a hearing

Any person whose interest may be affected can submit written comments on the license transfer by March 5, 2026, and must file a request for a hearing or petition to intervene by February 23, 2026. Petitions must follow NRC rules (10 CFR part 2) and use the NRC E-Filing procedures described in the notice.

No significant-hazards finding for amendment

The NRC states that, under 10 CFR 2.1315, the proposed conforming license amendment does no more than reflect the transfer and involves no significant hazards consideration. Therefore, the NRC is not soliciting public comments specifically on significant hazards considerations for this amendment.
