Modification to the List of Appropriate NRTL Program Test Standards and the Scope of Recognition of Several NRTLs

Published Date: 2/3/2026

Notice

Summary

OSHA is updating the list of safety test standards used by Nationally Recognized Testing Laboratories (NRTLs) by removing some outdated ones and changing what a few labs are allowed to test. These changes start on February 3, 2026, and affect manufacturers who rely on NRTLs to certify their products. No extra costs are expected, but labs and manufacturers should get ready for the new rules.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Sixteen Test Standards Deleted

OSHA deleted 16 withdrawn test standards from the NRTL Program's List of Appropriate Test Standards, effective February 3, 2026. You are a manufacturer or lab if you rely on NRTL certification for products covered by those standards; OSHA says no extra costs are expected but labs and manufacturers should prepare for the change.

NRTLs Lose Recognition For Certain Tests

OSHA removed the deleted test standards from the scopes of recognition of several named NRTLs (including CSA Group, UL LLC, Intertek, SGS North America, FM Approvals, Eurofins/MET, and TUV Rheinland) effective February 3, 2026. If you are a manufacturer that uses one of these NRTLs to certify products covered by those standards, you may need to work with a different NRTL or adjust testing plans.

QPS Gains UL 121201 Recognition

OSHA added UL 121201 (Nonincendive Electrical Equipment for Use in Class I and II, Division 2 and Class III, Divisions 1 and 2 Hazardous Locations) to the scope of recognition of QPS Evaluation Services Inc., effective February 3, 2026. Some other NRTLs already had UL 121201 in their scopes; this gives QPS the ability to certify to that replacement standard.
