Summary

The Energy Information Administration (EIA) is starting a new yearly survey called the Annual Manufacturing Energy Consumption Survey (Form EIA-847) to collect key energy use data from some manufacturers. This new survey will fill in the gaps between the big, every-four-years survey and help keep energy models up to date. Comments on this change are open until April 10, 2026, and the survey could start as soon as 2026 for data from 2025.

New Annual Manufacturing Survey

The Energy Information Administration is starting a new Annual Manufacturing Energy Consumption Survey (Form EIA-847) that targets manufacturing establishments in NAICS sector codes 31-33. EIA estimates about 4,500 respondents, 4,500 total annual responses, 8,484 annual burden hours, and an annual reporting cost burden of $805,895; the survey could begin in 2026 for the 2025 reference year.

Smaller, Electronic Survey Design

Form EIA-847 will be a narrower, self-administered sample survey with about 60 questions (compared with more than 250 questions on Form EIA-846), use a reduced sample size, and collect data electronically through the Centurion platform so respondents can answer only questions relevant to their establishment. EIA says these design choices will significantly reduce response burden and improve data editing and processing times.
