Notice

Summary

The Energy Information Administration (EIA) is asking for public feedback on new rules to keep confidential data safe when people request access. This affects researchers, government agencies, and others who need sensitive info for their work. Comments are open until March 30, 2026, and the new process aims to make data access safer without costing extra money or causing delays.

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Single SAP Portal to Apply

If you need access to confidential federal statistical data for research, you will use a single web-based Standard Application Process (SAP) Portal to apply. The Portal is a common application that will let you find data via the SAP data catalog at www.researchdatagov.org, create an account, and submit one application instead of applying to each agency separately; the Portal does not host the confidential data itself.

EIA Security Steps and Time Burden

To get onsite access to EIA confidential data at EIA headquarters in Washington, DC, you and your institution must sign a Data Access Agreement, complete EIA CIPSEA training, sign a Non-disclosure Agreement, affirm U.S. citizenship, and may undergo a background check. EIA estimates 20 annual respondents, 20 total annual responses, and 100 annual burden hours, with an average of 100 minutes (5 hours) per applicant to complete and submit EIA's data security agreements.
