Analyzed Economic Effects

5 provisions identified: 0 benefits, 4 costs, 1 mixed.

Membership Is Unpaid; You Pay Costs

If you are chosen for the Advisory Committee for Trade Policy and Negotiations (up to 45 members), you will serve without pay or reimbursement and must pay all expenses to attend meetings or participate. Members serve for a term that will not exceed the four-year charter.

Organization Representation Has U.S. Control Test

Representative members must represent a U.S. organization that is controlled by U.S. citizens or U.S. entities: more than 50% of the board and more than 50% of the membership must be U.S. citizens/U.S. organizations, and at least 50% of the organization's annual revenue must come from nongovernmental U.S. sources.

Who Is Eligible To Apply

To apply for ACTPN membership you must be a U.S. citizen, cannot be a full-time employee of a U.S. government agency, cannot be registered under the Foreign Agents Registration Act, and—if serving in an individual capacity—cannot be a federally registered lobbyist.

Special Experts Face Disclosure Rules

A small number of members may serve in an individual capacity as special government employees (SGEs) and are subject to conflict-of-interest rules and may have to complete a financial disclosure report.

Application Timing: Deadline and Rolling Offers

To get full consideration, applications must be received no later than three weeks from the filing date; nominations will continue to be accepted on a rolling basis as vacancies arise until the charter term ends four years from the date of filing.
