Faster USDA Rural Mortgage Approvals

The USDA lets approved Delegated Lenders use the Agency's automated underwriting and closing systems to approve loans and obtain Loan Note Guarantees, speeding up home loan processing for people buying homes under the Single-Family Housing Guaranteed Loan Program. The Final rule is effective June 17, 2026, with implementation beginning September 28, 2028, and a phased rollout over at least three years to full implementation.

Who Can Be a Delegated Lender

Lenders can apply for Delegated Lender status only if they have participated in the SFHGLP for at least the previous two years and meet higher-than-average performance standards for delinquency, default, and loss-claim rates for that two-year period. Delegated Lenders must complete Agency training each year, use the Agency's automated underwriting system, and their delegated status will be evaluated at least every two years; the Agency will phase in delegated authority over at least a three-year rollout after implementation.

Stronger Oversight and Documentation Rules

The Agency will collect loan-level data monthly and perform on-site and off-site Lender Oversight (LO) reviews of representative loan samples; the Agency may revoke a lender's delegated status for reasons including approving ineligible loans, providing unsupported data, or poor portfolio performance. The Final rule also eliminates the self-certification option at Sec. 3555.107(i)(5) and anticipates eliminating some Agency forms for Delegated Lenders, reducing certain recordkeeping while increasing monitoring.
