FMCSA estimates 549,782 respondents (183,261 per year), an average of 1.34 hours per response, and an estimated total annual burden of 736,708 hours (245,569 per year).
Existing Registrants Keep Using OP-1 Forms
If you are an existing FMCSA registrant seeking additional authorities, you may continue to use the OP-1 series forms (OP-1, OP-1(P), OP-1(FF), OP-1(NNA)) instead of URS; Form OP-1(MX) remains required for Mexico-domiciled carriers operating beyond border municipalities. FMCSA suspended URS effectiveness dates for existing registrants per the January 17, 2017 final rule.
