4 provisions identified: 2 benefits, 2 costs, 0 mixed.

Drivers 18–55 in Phoenix Recruited

NHTSA plans to recruit up to 35 licensed drivers ages 18 through 55 from the greater Phoenix, Arizona area for a one-time study of three vehicles with different human-machine interfaces. The study involves on-road drives of about 20 minutes in each vehicle plus setup and questionnaires, and NHTSA will screen up to 100 potential respondents to reach the recruited sample.

Time Burden and Opportunity Cost

NHTSA estimates the total burden for the entire study is 152 hours across all participants and that the projected annual burden (averaged over a 3-year approval) is 51 hours. Using Arizona mean hourly earnings of $30.31, NHTSA estimates the annual opportunity cost to participants at approximately $2,019.55.

Travel Costs Likely Offset by Compensation

NHTSA says participation is voluntary and travel costs are expected to be offset by participant compensation. The agency estimates each recruited participant will travel no more than 60 miles round trip and incur up to $42 in transportation cost, and estimates total travel costs to all 35 participants at no more than $1,470 (about $504 per year averaged).

Aggregated HMI Findings Will Be Public

NHTSA will produce a technical report with summary figures, tables, and statistical results from the study; no identifying information will be reported and the aggregated report will be shared across the Department of Transportation and made available to the general public. The report may also be of interest to vehicle manufacturers and component suppliers.
