Summary

Shadow Wolves path to special agent status
Upon enactment, ICE can reclassify Shadow Wolves in the HSI tactical patrol unit on the Tohono O'odham Nation as GS-1811 special agents after training. Officers must complete the FLETC Criminal Investigator Training Program. If hired before March 2003, they must also complete Customs Basic Enforcement School. If hired during or after March 2003, they must complete ICE HSI Special Agent Training. The rule covers current officers and future hires in that unit. New comparable tribal units after enactment need the tribe’s approval to classify members as GS-1811.
Plan to grow Shadow Wolves units
Within 90 days, Homeland Security must send a plan to Congress and the Comptroller General. It must cover keeping current Shadow Wolves, recruiting new ones, and expanding similar units near the U.S.–Canada and U.S.–Mexico borders. Any move into tribal areas needs the approval and consent of the tribe. Within one year of getting the plan, the Comptroller General must report on results, then report once a year for two more years with any improvements.

This law authorizes a single Congressional Gold Medal to honor 13 U.S. servicemembers killed in the August 26, 2021 suicide bombing at Hamid Karzai International Airport in Kabul. It names Maxton Soviak, Kareem Nikoui, David Espinoza, Rylee McCollum, Jared Schmitz, Hunter Lopez, Taylor Hoover, Daegan William-Tyeler Page, Nicole Gee, Humberto Sanchez, Dylan Merola, Johanny Rosario Pichardo, and Ryan Knauss. The Secretary of the Treasury will strike the gold medal, present it through the Speaker of the House and the President pro tempore of the Senate, and give the medal to the Smithsonian for display with a sense that the Smithsonian make it available for display outside the District of Columbia at times. The Secretary may strike and sell bronze duplicates at prices sufficient to cover costs, the United States Mint Public Enterprise Fund may be charged for medal costs, and proceeds from bronze sales shall be deposited into the Fund.

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset, which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision, which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.
