Cancel unused Afghanistan reconstruction funds

If enacted, the bill would rescind all unobligated balances from many U.S. accounts and programs for Afghanistan reconstruction. The canceled amounts would be transferred to the Treasury general fund and applied to deficit reduction. The change would take effect upon enactment and covers many named funds and program accounts used for reconstruction activities.

Stronger oversight of Afghan funds

If enacted, the Secretary of State would report to Congress on the Afghan Fund not later than 90 days after enactment and then every 180 days for 5 years. The reports must list Taliban links at Da Afghanistan Bank, explain how trustees were vetted, state conditions for releasing money, and describe controls to prevent misuse. The Secretary would also report within 90 days on U.S. direct cash assistance in Afghanistan from August 1, 2021 through 30 days after enactment, including partners, payment methods, hawala use, currency exchanges, and oversight to stop Taliban access.

U.S. plan to block Taliban funding

If enacted, the Secretary of State would, within 180 days, identify foreign countries and groups that gave assistance to the Taliban. The Secretary would make a strategy in 180 days to discourage others from giving aid to the Taliban. The plan must include help for Afghan women and girls that does not benefit the Taliban and steps to relocate eligible, fully vetted, at-risk Afghans to the United States or third countries. The Secretary must report on the strategy when it is done and then every 180 days for 5 years. An extra report on certain Rewards for Justice bounties would be due within 30 days and must be unclassified (with a possible classified annex).
