Summary

Extend flightcrew duty and rest rules to all-cargo carriers. The Safe Skies Act of 2026 would require the Secretary of Transportation to modify the Federal Aviation Administration's 2012 final rule so flightcrew duty and rest standards apply to all-cargo air-carrier operations the same as they apply to passenger operations. The bill would require that change within 30 days and exempt the modification from the Administrative Procedure Act's notice-and-comment procedures.

New rest rules for cargo crews

This bill would require the Transportation Secretary to change the FAA's January 4, 2012 flightcrew duty and rest final rule so it also applies to all-cargo flights by air carriers. The Secretary would have to finish the change within 30 days after enactment and would not have to follow the notice-and-comment rule in 5 U.S.C. 553. This would extend the same duty and rest protections to cargo flight crews as passenger crews. This would likely increase scheduling and other operational costs for air carriers.
