Bill Overview
Analyzed Economic Effects
5 provisions identified: 2 benefits, 1 costs, 2 mixed.
Commercial driver applicants get narrower retests
Alaska's Department of Administration may require commercial driver license applicants to retake failed or unfinished driving-test portions. Any required retest is limited to those portions, not parts already passed.
Small electric delivery devices get an exemption
Qualifying electric personal delivery devices are exempt from this law's autonomous-vehicle section. They must mainly carry property, weigh less than 120 pounds without cargo, and travel no faster than 10 miles per hour. They must operate on a sidewalk or path within a highway right-of-way. They must support operation with or without active operator control or monitoring. The operator must be able to monitor or directly control the device's navigation system and operation.
Limits on autonomous goods and passenger transport
Alaska-registered autonomous vehicles may carry goods only for personal, noncommercial use. For goods transport, gross vehicle weight must be 10,000 pounds or less. The vehicle must be designed for no more than 16 passengers, including the driver. Passenger transport also requires gross vehicle weight of 10,000 pounds or less and a design capacity of no more than 16 passengers.
Fault rules for autonomous vehicle crashes
Civil lawsuits over crashes involving autonomous vehicles use Alaska's fault-allocation rules under AS 09.17.080. Those rules determine each party's share of fault and how damages are divided. What a party pays or receives depends on the case.
Safety rules for Alaska autonomous vehicles
Autonomous vehicles operated in Alaska must have a human physically present to monitor them and step in, including operating or shutting them off. Commercial autonomous vehicles transporting passengers are exempt from this human-operator rule. Required operators must meet federal and state requirements for driving autonomous and nonautonomous vehicles. Autonomous vehicles registered in Alaska must also meet federal standards and rules for vehicles used on public roads.
