Stronger oversight of personal service workers
Effective immediately, Alaska's Board of Barbers and Hairdressers can deny, suspend, or revoke licenses and permits. This can block a person's ability to practice. The board can hold hearings on its own or after a written complaint and request investigations from the appropriate state department. Oversight covers workers, shops, and schools in barbering, hairdressing, hair braiding, manicuring, esthetics, tattooing, body piercing, and permanent cosmetic coloring. The board enforces licensing and related safety rules and can adopt regulations or take steps needed to carry out the law. It must also develop required written instructions and notices for tattoo, permanent cosmetic coloring, and body piercing owners and practitioners.
Manicuring schools face a 12-hour training rule
Effective immediately, the board examines applicants and authorizes Alaska's commerce department to issue practice licenses and permits. The department also issues licenses for barbering, hairdressing, manicuring, and esthetics schools with board authorization. To receive a license, a manicuring school must offer 12 hours of health, safety, and hygiene instruction or training. Schools can offer extra instruction. But the board cannot authorize a school license if the school requires more than 12 hours before certifying course completion.
