Alaska’s statewide emergency medical system now expressly includes major emergencies, including heart attacks and strokes, alongside trauma care. The state must coordinate public and private agencies, support service delivery through grants, and conduct, encourage, and approve health-worker training. It must maintain a process for hospitals and clinics to identify themselves as capable of treating major emergencies. Facilities must voluntarily meet state criteria based on an applicable national evaluation system. The commissioner may also create regulatory designations showing different care levels at medical facilities certified under state emergency medical services law. Those designations must follow nationally recognized standards and procedures.
Beginning July 1, 2027, Alaska’s education department must adopt hands-only CPR lessons for public schools and select the grades taught. Lessons must fit those grades and follow current national, evidence-based guidelines for emergency heart care. Schools must offer instruction in the selected grades when practicable. Presenters must hold a current CPR instructor certificate, a state emergency medical services license or certificate, or a current teacher certificate. The law also adds CPR to the encouraged kindergarten-through-grade-12 health program, which includes physical health and personal safety. That broader health program remains encouraged, not required statewide.
