Bill Overview

Analyzed Economic Effects

6 provisions identified: 4 benefits, 0 costs, 2 mixed.

Licensing board administrator gets salary standard

The professional licensing board’s executive administrator is entitled to a monthly salary at a step in Range 23. This range comes from Alaska’s state salary schedule. The law does not identify the step, dollar amount, or size of any pay change.

Authorized wastewater workers gain licensing exemption

Beginning May 31, 2026, authorized workers can build, install, or change smaller onsite wastewater systems without board registration. They must have authorization from Alaska’s Department of Environmental Conservation. The system’s design flow must be less than 1,500 gallons of wastewater per day.

Professional licensing board continues through 2033

Alaska’s architects, engineers, and land surveyors board continues through June 30, 2033, instead of ending June 30, 2025. The extension takes effect immediately and applies retroactively to June 30, 2025. It preserves the board’s professional registration oversight.

Airports can count interior design costs

Beginning May 31, 2026, covered Alaska airport projects can count registered interior design services as project costs. These services join studies, surveys, plans, specifications, and other listed professional services. The change expands eligible project costs but does not provide a funding amount or direct household payment.

Interior designers gain registration and title protection

Beginning May 31, 2026, Alaska registers interior designers based on education, training, experience, character, and generally an exam. Designers registered elsewhere can qualify when the board verifies that their registration requirements meet Alaska’s standards. The board defines interior design and which documents registered designers can sign and seal; firms offering registered services need authorization. Designers can work without registration, but cannot use “registered interior designer” or a similar title without registration or legal authorization. Misusing the protected title is a misdemeanor carrying up to a $10,000 fine, one year in jail, or both.

Tighter oversight for employer design work

Beginning May 31, 2026, the employee exemption covers only the employer’s business when professional services are not offered publicly. It excludes buildings and structures mainly used by the public. For gas utilities serving the public for pay, it excludes specified work on facilities operating above 100 pounds per square inch gauge. Covered work includes new regulator, compressor, or gate stations; changes affecting equipment setup or overpressure protection; and pipeline installation, pressure increases, replacement repairs, or abandonment. Utility staff can perform engineering on pipeline facilities above that pressure in emergencies, but the utility must notify Alaska’s utility regulator.
