Higher fuel loan limits for communities
Alaska raises the bulk fuel loan cap per borrower from $750,000 to $1.5 million. The bridge loan cap also rises from $750,000 to $1.5 million per borrower per fiscal year. Qualifying cooperative corporations and electric cooperatives buying fuel for multiple communities have a separate cap: $1.5 million times the number of communities, but no more than $1.8 million total. Loans must be repaid within one year of disbursement, and the division can add terms and conditions. The law takes effect immediately, and these rules cover both existing loans and loans entered into on or after that date.
Temporary funding authority for community fuel loans
For fiscal years ending June 30, 2026, and June 30, 2027, Alaska lawmakers can add money to the Bulk Fuel Revolving Loan Fund. This authority applies when the fund's unspent and uncommitted money cannot cover an eligible loan under the loan limits. Lawmakers can provide the amount needed for that loan; the law sets no fixed funding amount. They can return the same amount, plus applicable interest, from the fund to the original funding source. The law states their intent to do so as soon as practical after the borrower repays.
