New permit rules for Cook Inlet fishers
Beginning January 1, 2027, the law creates a separate east-side Cook Inlet area for commercial set-net permits and entry limits. It covers Upper Subdistrict areas 244-21, 244-22, 244-31, 244-32, 244-41, and 244-42 in the Cook Inlet Central District. Boundaries follow Department of Fish and Game definitions as of January 1, 2024. Existing Cook Inlet permits do not allow fishing there unless the Alaska Commercial Fisheries Entry Commission reassigns them. On January 1, 2027, the commission must reassign permits for holders who satisfactorily prove their own participation in those areas during the five years before December 31, 2024. Proof can include a shore fisheries lease, area registration, buoy tag, or previously submitted fishing statistics. Renewal for the existing area is allowed unless satisfactory proof shows qualifying participation by the holder or, for a family-transferred permit, the family member who transferred it. Immediate family includes a spouse, live-in romantic partner, child—including stepchildren and adopted children—parent, sibling, grandparent, aunt, uncle, or spouse’s parent or sibling.
Temporary fishing permits during Cook Inlet appeals
Beginning January 1, 2027, permit holders can challenge renewal for the existing Cook Inlet area instead of the new east-side area. They must appeal to the superior court on or before March 1, 2027. The Alaska Commercial Fisheries Entry Commission must provide a temporary entry permit for the new area during the appeal.
