New payroll card protections for Alaska workers

Beginning July 1, 2026, Alaska employers can pay wages through payroll cards if workers agree or have not authorized direct deposit. Employers must explain payment choices, account terms, issuer fees, and free ways to withdraw wages and check balances. They must also warn that other fees may apply beyond those charged by the card issuer. Accounts must allow at least one free withdrawal per week or pay period, whichever is longer, up to take-home pay. Balance checks must be unlimited and free through an automated phone system and electronic access. Accounts cannot charge application, setup, participation, wage-transfer, or checkout purchase fees. The first card and one replacement card per calendar year must also be free. Wages in the account must have deposit insurance that covers the employee through the FDIC, NCUA, or another deposit insurer. Workers keep the right to bargain collectively for wage-payment methods that go beyond these minimum protections.
