Beginning July 23, 2024, facilities receiving qualifying state child care grants cannot reject children because of disability or socioeconomic status. This protection applies to facilities receiving grants under AS 47.25.071(a) or (d). It does not guarantee admission or an available space.
The law sets the child care assistance income limit at 105% of Alaska’s median monthly household income, adjusted for family size. Families exempt from income checks avoid this limit; other eligibility rules still apply. The limit starts the day after federal approval of the state-plan amendment, or a finding that approval is unnecessary, provided either occurs by January 1, 2026. Beginning July 23, 2024, Alaska must set regional subsidy rates using a market rate or cost-of-care study. These regional rates determine assistance payments; the law does not specify the resulting amounts.
The Alaska Department of Health must create a program with private partners to encourage employer-supported child care. It promotes child care at or near work. The law does not set incentive amounts or say which employers qualify. The program starts the day after federal approval of the state-plan amendment, or a finding that approval is unnecessary. That approval or finding must occur by January 1, 2026.
Beginning July 23, 2024, the Alaska Department of Health may award grants to the highest-performing, highest-quality child care facilities. Facilities must meet state and applicable local licensing rules and participate in the day care program. The department may use its quality recognition and improvement system to choose recipients. Grants depend on approved funding, and the law sets no grant amounts.
