Alabama public colleges must report government funding

Beginning October 1, 2026, Alabama public colleges and universities must file certified annual funding reports with the Executive Budget Office. Reports are due October 31 and cover the prior fiscal year. They must list state and federal money received, spent, and appropriated by source, plus its share of each institution’s budget. Reports must analyze budget impacts and include operating plans for funding cuts of at least 5% or at least 20%. State receipts exclude tuition and other self-generated money. The Alabama Community College System moves to this reporting framework and must cover every school under its supervision. By January 1, the budget office must send lawmakers a combined review of college and agency reports. It must compare federal receipts with appropriations and identify agencies or institutions that did not report. The Legislative Council receives the review for possible budget action. The House and Senate education budget committees must hold hearings every even-numbered year to guide revised funding levels. The law does not directly change tuition, household benefits, or college funding amounts.
