Arkansas House member payments and staff pay

House members can receive expenses and daily allowances for work between sessions from the maintenance, operations, and expenses funds. The Speaker must find their presence, assistance, oversight, and expertise necessary and approve payment at the rate authorized for legislative sessions. Each June, the Speaker and Chief of Staff or designee determine employee salaries starting the following July 1. Pay is based on performance reviews: the Speaker reviews the Chief of Staff, who or whose designee reviews other employees. The law sets no individual salary amounts and guarantees no raise.

Arkansas House gets operating funds and flexibility

The law provides $2.27516 million from the Constitutional Officers Fund for Arkansas House expenses in the year ending June 30, 2025. It includes $311,500 for employee salaries, $57,000 for related employee costs, and $1.90666 million for maintenance, operations, and expenses. The Speaker and Chief of Staff or designee can certify that money is not needed for its assigned purpose. The State Auditor must then transfer that money between House appropriations approved by the General Assembly. After adjournment, leftover funds can cover necessary House office operations and other reasonable, necessary expenses between adjournment and July 1, 2025. Covered offices include the Speaker, Chief of Staff, Coordinator of House Legislative Services, Parliamentarian, Chief Clerk, and House Member Services. The act includes an emergency clause for immediate effect; it funds House operations, not direct household benefits.
