6 provisions identified: 3 benefits, 3 costs, 0 mixed.

Expense payments for Arkansas House members

For July 1, 2025, through June 30, 2026, the law funds two types of House member expense payments. It provides $50,000 from the Constitutional Officers Fund for daily allowances and mileage for members, including newly elected members. Those payments cover attendance at the Institute of Legislative Procedure, House Legislative Orientation, or other briefings before a session. Another $50,000 from the State Central Services Fund covers daily allowances, expenses, and mileage for Select Committee meetings and related activities. These payments are for House members, not the general public.

Higher pay options for House employees

The Arkansas House can pay up to 20% above salary limits for no more than one-third of authorized positions. It can also grant merit raises above those limits for all positions. Promotions of up to two pay grades are allowed for no more than one-third of authorized classified positions. These raises and promotions are allowed, not guaranteed.

House can reuse and move funds

The law keeps specified House balances left on June 30, 2025, available through June 30, 2026, for their original purposes. It makes available up to $2.05 million from the Constitutional Officers Fund and up to $2.025 million from the State Central Services Fund. It also carries forward any June 30, 2025, balance in funds provided by this law for the same purposes. House-approved appropriations can be transferred when the Speaker and Chief of Staff, or their designee, find an item unnecessary for its assigned purpose. They must certify that finding to the State Auditor, who makes the transfer. Spending must follow state purchasing, accounting, funding, salary, and budget rules.

Limits on using House recordings

People cannot use audio or video produced by or under the Arkansas House's direction in political or campaign ads. They also cannot use it for commercial purposes intended to produce profit or another tangible benefit. The House Management Committee can permit public-education government broadcasts, but those broadcasts still cannot violate the commercial-use ban.

Funding for Arkansas House staff

Beginning July 1, 2025, the law funds House staff through June 30, 2026, from the State Central Services Fund. Main staff funding totals about $2.287 million: $1,662,250 for salaries, $50,000 for temporary help, and $449,602 for related personnel costs. It also includes $100,000 for operations and $25,000 for professional fees. Member Services gets about $1.276 million: $969,285 for salaries, $25,000 for temporary help, $271,399 for related personnel costs, and $10,000 for operations. Supplemental staffing gets $844,000: $670,000 for salaries and $174,000 for related personnel costs. Regular position caps are 18 for main staff, 13 for Member Services, and 13 for supplemental staff. The law also authorizes seven temporary or part-time positions; it does not create payments for the general public.

Funding for House technology improvements

The law provides $150,000 from the State Central Services Fund to continue automating the Arkansas House legislative process. For July 1, 2025, through June 30, 2026, it sets aside $25,000 for operations and $125,000 for equipment and other capital costs. This funds House technology, not direct payments to households.
