Arkansas law creates an optional Blue Envelope Program to help autistic drivers communicate with police during vehicle-related interactions. The Department of Finance and Administration must develop and make the envelopes available by January 1, 2026. Starting January 1, 2026, people with autism spectrum disorder can request one at their local department office. The envelope holds key documents, including a driver's license, vehicle registration, and contact card. Guidelines on its outside help officers recognize autism and adapt how they communicate.
