Arkansas creates military and veterans oversight committee
The law creates Arkansas’s permanent Joint Committee on Military and Veterans Affairs to study and oversee these issues. It has 12 House members, each with an alternate, and eight senators from the Senate Committee on State Agencies and Governmental Affairs. House rules govern House selections; vacancies follow the original selection process for each chamber. Members serve in addition to their other committee duties. The House Speaker names the House cochair and co-vice chair. The Senate committee’s chair and vice chair hold the matching Senate roles. The joint committee can meet during legislative sessions, extended breaks, and between sessions. It can receive military and veterans bills and resolutions and must conduct ongoing studies, including studies requested by either chamber. Military and veterans study proposals and resolutions filed with the Legislative Council must go to this committee. Members attending meetings get daily allowances and mileage at rates set by law, including qualifying out-of-state attendance. Payments come from funds set aside for interim committee expenses or other legally available funds; no dollar amount is specified. The Bureau of Legislative Research must provide requested staff help. Appropriate state agencies, including the military and veterans departments, must be available to help with committee matters. The emergency clause makes the law effective upon the Governor’s approval, expiration of the veto period without action, or the final vote overriding a veto. These changes support legislative oversight; they do not create new household benefits.
