More cancer coverage for at-risk Arkansans

Beginning January 1, 2026, covered health plans offered, issued, or renewed in Arkansas must cover two cancer-related services. Inherited cancer gene testing is covered for people with a personal or family history of cancer. Cancer screening and imaging are covered for people at increased cancer risk. A licensed or otherwise authorized healthcare provider must order or recommend either service. Results must help guide treatment or monitoring, even if they are not immediately usable. Testing must meet National Comprehensive Cancer Network recommendations at level 2a or higher, Medicare coverage decisions, or nationally recognized clinical guidelines. Imaging must follow the same cancer-network threshold or nationally recognized clinical guidelines. These recognized guidelines must use transparent methods, conflict-of-interest policies, systematic evidence review, and benefit–cost assessments. Most plans cannot charge an annual deductible, copayment, or coinsurance for these services, or reduce other benefits. State and public school employee plans and self-funded government plans are exempt from the no-cost-sharing rule, not the coverage requirement. If needed to protect health savings account eligibility, linked qualified high-deductible plans apply the deductible until the minimum deductible is met. However, services treated as preventive care under federal savings-account rules as of January 1, 2025 are covered before that deductible is met. Covered plans include individual, group, managed-care, and nonfederal government health plans. Stand-alone dental, vision, disability-income, credit, liability or auto/home medical-payment, workers’ compensation, hospital-cash, accident, specified-disease, and long-term-care coverage are excluded. The Arkansas Insurance Commissioner must issue rules to carry out the law.
