Funding for Arkansas homelessness services

The law provides about $2.30 million in federal grants for homelessness services from July 1, 2025, through June 30, 2026. The money supports outreach, emergency shelter improvements, essential shelter services, and rapid rehousing for homeless people and families. Arkansas’s Chief Fiscal Officer designates the federal funds. The law does not set individual award amounts or detailed eligibility rules.

Funding for Arkansas housing and operations

For July 1, 2025–June 30, 2026, the Arkansas Development Finance Authority receives about $25.61 million in cash-fund spending authority. This covers agency operations, about $16.34 million for the HOME housing program, and $3.4 million for federal housing programs. A separate $15 million in federal funds supports the National Housing Trust Fund’s Federal Housing Program. The law allows up to 55 regular employees and five temporary or part-time workers, with pay limits. Spending must follow state purchasing, budget, and salary laws and the purposes recorded in state budget documents. These appropriations do not set household eligibility or individual housing benefit amounts.

Funding to run Arkansas student loan programs

The law authorizes about $2.31 million in cash-fund spending for Arkansas’s Student Loan Authority Division. The funding runs from July 1, 2025, through June 30, 2026. It pays for staff and operations, including about $1.67 million for professional fees. It does not change student loan eligibility, loan terms, or borrower balances.
