For July 1, 2025, through June 30, 2026, the Arkansas Health Department can transfer $500,000 to the Breast Cancer Control Fund. The money comes from the Prevention and Cessation Program Account. It funds the state’s matching share for Medicaid breast and cervical cancer screening and treatment. The transfer is the department’s only state-match obligation for these services during this period. It supports covered care for eligible Medicaid members, not a fixed payment to each person.
For July 1, 2025, through June 30, 2026, Arkansas provides about $14.697 million for tobacco prevention and related programs. This includes about $9.221 million for tobacco prevention and quitting support, plus $603,629 for nutrition and physical activity. The Health Department can employ up to 31 regular staff, including 14 registered nurses, and four temporary or part-time workers. Regular pay follows state compensation law; temporary workers’ pay cannot exceed approved rates and must use funds set aside for them. This money supports programs, staff, and operating costs—not direct payments to households.
For July 1, 2025, through June 30, 2026, Arkansas does not promise continued funding for tobacco-settlement-funded jobs if settlement money runs short. General state revenues cannot replace expired settlement funds without a legislative appropriation and the Governor’s approval. The Tobacco Settlement Commission must tell current affected workers and new hires about these limits. The disclosures must also appear in employee handbooks and applicable service contracts paid with settlement money.
From July 1, 2025, through June 30, 2026, tobacco program budget transfers are generally barred except as the law allows. Operating-budget changes require an agency request, Legislative Council approval, and approval from the state’s chief fiscal officer. Transfers involving capital or data-processing budgets need specific legal authority. One exception allows capital money to fund state data-processing services when the state information systems division finds cost savings. Spending must stay within approved amounts and available funds, follow state fiscal laws, and serve the tobacco-settlement purposes voters established.
