For July 1, 2025–June 30, 2026, the law provides about $145.57 million for Arkansas Medicaid grants. This includes about $140.43 million for hospital and medical care and $5.14 million for prescription drugs. The Medicaid Expansion Program Account is the sole funding source; spending must follow state fiscal, purchasing, and tobacco-settlement purpose rules. Transfers are generally barred, except between these two grant categories when needed to run the program. The DHS Secretary needs the Governor’s approval to request a transfer and prior approval from the Legislative Council or Joint Budget Committee. Moving money to one category leaves less for the other; the law does not change Medicaid eligibility or guarantee household payments.
For July 1, 2025–June 30, 2026, the law funds up to 19 staff positions for Arkansas’s Medicaid Tobacco Settlement Program. The Division of Medical Services gets $87,250 for staff and operations and can employ one program manager. The Division of Aging, Adult, and Behavioral Health Services gets about $1.30 million for staff and operations. Its 18 positions include one nurse, one program manager, two eligibility supervisors, and 14 eligibility specialists. This money comes only from the Medicaid Expansion Program Account and supports program administration, not new eligibility rules or household payments.
Beginning July 1, 2025, Arkansas does not guarantee continued funding for positions when tobacco-settlement money runs short or expires. Replacement state money requires an appropriation from the General Assembly and authorization from the Governor. The Tobacco Settlement Commission must tell current employees and new hires about this limit. The funding warning must also appear in employee handbooks and professional services contracts paid with program money.
