Arkansas Treasurer staff get pay flexibility

From July 1, 2025, through June 30, 2026, the Arkansas Treasurer's office can employ up to 33 regular employees. It can also hire five temporary or part-time workers when needed; the law does not require filling these positions. Temporary workers must be paid from designated funds, at no more than their job classification's pay rate. Regular employees are eligible for July 1 cost-of-living raises matching other listed state employees. The Treasurer can approve annual, labor-market, merit, retention, or recruitment raises and create a merit program. With Legislative Council or Joint Budget Committee approval, pay can exceed job maximums by up to 20% for at most 25% of authorized positions.

Arkansas funds Treasurer operations and savings programs

The law sets aside $7.974348 million from the State Central Services Fund for Arkansas Treasurer operations. Funding runs from July 1, 2025, through June 30, 2026, and supports Arkansas 529 college savings and ABLE disability savings programs. It includes $3.219376 million for regular salaries, $40,000 for temporary help, and $1.065517 million for employer benefit costs. Office operations receive $1.404455 million, data systems receive $1.8 million, and preparedness, security, and safety receive $275,000. Financial and educational programs receive $75,000. Travel and conferences receive $35,000, professional fees receive $35,000, and equipment purchases receive $25,000. Spending must stay within authorized amounts and available funds, follow state spending rules, and serve the stated budget purposes. Moving money between budget items requires prior approval from the state's chief fiscal officer and legislative budget review.
