Bill Overview

Analyzed Economic Effects

7 provisions identified: 6 benefits, 1 costs, 0 mixed.

Waiver-dependent spending limits for family cash aid

For July 1, 2025, through June 30, 2026, DHS must seek a federal waiver when the Governor or General Assembly requests it. Federal approval is required to limit TANF purchases to essential goods and services and restrict benefit-card cash withdrawals. Essentials include food, clothing, housing, utilities, child care, transportation, incidental expenses, and medicines or medical supplies not covered by insurance. Without a waiver request or approval, the recipient limits do not take effect. DHS cannot use this law's TANF appropriations under these provisions when the waiver is not requested or is denied.

Community services funded for low-income households

Arkansas authorizes about $13.94 million for Community Service Block Grants. The funding covers July 1, 2025, through June 30, 2026. It supports community services but does not specify which services each household receives or establish direct household payments.

Aid funded for older and disabled residents

Arkansas DHS authorizes $4,000 in grants for aid to older, blind, and disabled people. The funding covers July 1, 2025, through June 30, 2026. This provision does not set individual grant amounts or recipient eligibility rules.

Funding for cash help for families

Arkansas authorizes about $57.2 million for Temporary Assistance for Needy Families, known as TANF. The funding covers July 1, 2025, through June 30, 2026. It supports family assistance and related services but does not set each household's payment. Separate waiver provisions in this law govern whether and how DHS can use the TANF funding.

Funding for food help and summer groceries

For July 1, 2025, through June 30, 2026, Arkansas authorizes about $50.56 million for Summer EBT food benefits. The law also authorizes about $5.38 million for SNAP grants and services. Another $995,113 from the County Operations Fund Account supports Hunger Coalition grants and aid. These funds support household food access, including summer groceries for children. These provisions do not set household benefit amounts or change eligibility rules.

Emergency rent help funded for Arkansas renters

Arkansas authorizes about $2.13 million in federal funds for emergency rental assistance grants. The funding covers July 1, 2025, through June 30, 2026. The state's Chief Fiscal Officer designates the federal funds used. This provision does not set household eligibility rules or individual grant amounts.

Family assistance funds support early childhood education

For July 1, 2025, through June 30, 2026, the law provides for a $7.5 million TANF transfer. The money goes to the education department's Public School Fund Account solely for the Arkansas Better Chance early childhood program. The transfer requires federal waiver approval and does not happen without a waiver request or approval. The amount can fall proportionately if Arkansas's TANF grant or state match falls, or federal TANF rules add state costs. This provision does not provide direct payments to families.
