For July 1, 2025, through June 30, 2026, the law sets aside $25,000 for city shelters and $25,000 for county shelters. Arkansas’s Treasurer administers this money from the Animal Rescue and Shelter Trust Fund. Shelters must be registered and government-owned; funds support staff, grants, construction, upkeep, and operations—not direct household payments. Spending cannot exceed the approved amounts or legally available funds and must follow applicable state purchasing, budgeting, salary, and financial rules. Funds must also follow the purposes stated in the budget materials supporting the law.
