For July 1, 2025, through June 30, 2026, the law authorizes $85 million for Arkansas bond payments and related refunds. The College Savings Bond Fund provides $32 million for college savings and higher education bond payments, plus $10 million for refunds and reimbursements. The Water, Waste Disposal and Pollution Abatement Facilities Bond Fund provides $28 million for bond payments, plus $15 million for refunds and reimbursements. During that year, the Treasurer can shift refund and reimbursement allocations to bond payments when appropriations cannot cover bonds coming due and interest. This adds no funding or direct household benefit. Spending must stay within authorized amounts and available funds, follow state fiscal and purchasing rules, and serve the law’s stated purposes.
